WASHINGTON, D.C. (September 23, 2025) — Following John Squires’ confirmation last week as the new Under Secretary of Commerce for Intellectual Property and Director of the U.S. Patent and Trademark Office, the Bayh-Dole Coalition released a statement:

Director Squires is assuming leadership at a pivotal moment. Inventors, researchers, entrepreneurs, and private businesses across the nation depend on a strong, fair patent system — one that encourages creativity, rewards risk, and ensures that discoveries are protected. Unfortunately, the Bayh-Dole system, which allows academic research institutions, federal laboratories, and small businesses to own patent rights on their inventions, continues to face threats. With an extensive background in intellectual property and innovation policy, Director Squires is ideally placed to address the challenges facing the system and protect the Bayh-Dole framework.
