Bayh-Dole Coalition Adds Laura Peter to Advisory Council

WASHINGTON, D.C. (December 10, 2025) — Today, the Bayh-Dole Coalition announced that Laura A. Peter has joined its Advisory Council.

Laura Peter currently serves as the executive director for Intellectual Property and Technology Transfer at the University of North Carolina at Charlotte. She previously served as Deputy Under Secretary of Commerce for Intellectual Property and Deputy Director of the U.S. Patent and Trademark Office, where she helped guide national intellectual property policy and operations.

“We’re delighted to welcome Laura to our Advisory Council, a distinguished group of technology transfer and intellectual property experts,” said Joseph P. Allen, executive director of the Bayh-Dole Coalition. “We regularly rely on our Council for strategic insights and to help guide the Coalition’s efforts. Laura’s extensive experience across academia, government, and industry will make her an exceptional addition.”

The Bayh-Dole Coalition’s Advisory Council features leading figures from across academia, private industry, venture finance, and the public sector with substantial knowledge and first-hand experience working in technology commercialization and intellectual property policy. The Council works closely with the Coalition’s executive director and board of directors to help define priorities and strengthen advocacy. Council members also serve as resources for the Coalition’s over 300 members.

“Laura’s unique expertise in intellectual property law, technology transfer, and the practical realities of commercialization will bring an important perspective to the Council,” said Brian O’Shaughnessy, chair of the Bayh-Dole Coalition Board of Directors. “We are grateful to add another strong Bayh-Dole advocate to our leadership team as we continue our mission to celebrate and protect this essential law.”
