Drawing on nearly three decades of data, the report quantifies how federally supported research helps lead to new products, startups, jobs, and economic growth. It also includes first-of-its-kind data from every state.
Our new report, “The Economic Impact of the Bayh-Dole Act,” draws on nearly three decades of data to show how America’s technology transfer system turns research discoveries made with federal support into economic and societal benefits.
The data examines how Bayh-Dole has shaped patenting, licensing, and commercialization across the federal research enterprise — and how those benefits reach communities and industries throughout the country.

Our member spotlight this month is Yale Ventures! Launched by Yale University in 2022, Yale Ventures brings technology transfer, entrepreneurship and innovation programming, corporate engagement, and startup ecosystem-building under one umbrella. Yale’s centralized model, which also includes the student-focused Tsai Center for Innovative Thinking at Yale (Tsai CITY), gives faculty and students a single front door to access support from discovery to licensed technology or new venture. In the most recent fiscal year alone, Yale Ventures received 331 invention disclosures and executed 73 new licenses, as detailed in its 2026 Annual Report. Over the past decade, Yale innovators have launched more than 200 spinouts that have raised $19.9 billion in capital. Yale Ventures commits $6.5 million each year to developing innovative technologies through its accelerator funds, supports and mentors founders through 200 Entrepreneurs in Residence, and convenes more than 100 innovation events annually, including the Yale Innovation Summit, now the largest innovation event in the Northeast.
